Summer: We have criteria that we use in determining if an account is legitimate. Due to certain items contained in the account information, this account was flagged. For security reasons, this flag caused the system to deactivate your account. The system is designed to do this to prevent fraudulent accounts from being created. We apologize and would be happy to reactivate the account.
To reactivate your account, please submit a scanned or photocopy of the PayPal holder’s government-issued identification card (such as a passport or driver’s license), the last four characters of the hosting password, PayPal invoice number, and confirm the PayPal Email address.

他们给出的原因一般都是为了账户的安全，需要用户更新下联系信息，然后根据上面英文说明的要求提交相关信息发送到他们的验证部门进行验证，验证通过后就可以重新激活账户了。
